Congress Approves Historic Funding for School-Based Health Centers

After months of negotiations and several short-term funding bills, Congress passed the Fiscal Year 2022 Omnibus Appropriations package (H.R. 2471) on Thursday, March 10. President Biden signed it into law on Tuesday, March 15.

The bicameral, negotiated bill includes $30 million for school-based health centers within the Section 330 Health Centers program, a $25 million increase from Fiscal Year 2021. While this funding level is lower than in earlier House and Senate appropriations bills and is limited to Health Center Program grantees, it represents an unprecedented and historic investment in operations funding for school-based health centers.

“Congress has made an important down payment on school-based health services for the nation’s most vulnerable children,” said Robert Boyd, President of the School-Based Health Alliance.  “We will build on this momentum to expand funding for all school-based health center sponsor types in Fiscal Year 2023.”

* The House-passed FY22 Labor, Health and Human Services Appropriations bill report, which directed $50 million for school-based health centers (SBHCs), included $25 million for SBHCs within the Section 330 Health Centers Program and $25 million for SBHCs that do not receive Section 330 Health Centers funding. The Senate FY22 Labor, Health and Human Services Appropriations bill report contained $60 million total for SBHCs, including $30 million each for Section 330 Health Center Grantees and non-grantees.
